TI budgets are sensitive to unknown existing conditions. A contractor may price visible scope accurately, then discover abandoned utilities, noncompliant prior work, slab moisture, insufficient ceiling space, or mechanical capacity problems. Ground-up budgets are more exposed to sitework, utility extensions, foundation conditions, envelope choices, and owner-driven design revisions.

The third question is how long the space must serve the business. A short lease may justify a leaner finish and flexible furniture plan, while a long lease or owner-occupied facility may justify better infrastructure, more durable finishes, and improved maintenance access. Ground-up construction may make sense when the business model depends on those long-term advantages.

The fourth question is how closeout will be verified. Without that handoff, the next repair or remodel begins with guesswork.
